Work-based learning for young people: Flexibility or structure?

This paper discusses adjustments and reforms over the last 40 years aimed at transforming work-based learning for young people. It argues that there has been oscillation between flexibility and structure; both in modes of provision and in content. Following a historical overview of the evolution of work-based learning, emphasising the oscillation between flexibility and structure over time, the paper analyses recent policy recommendations in more detail. It argues that although considerable attention has been paid to content there has been very little debate about delivery or provision, yet provision may be in need of fundamental reform. The concluding section links oscillations between flexibility and structure to different concepts of what work-based learning should be like and what it is for.
