14-19 Education and training in England: A historical and system approach to policy analysis

In this seminar paper we focus on the curriculum and qualifications reform dimension of 14-19 education and training in England from the late 1980s to the publication of the 14-19 White Paper in February 2005. We attempt to provide a conceptual understanding of this dimension of policy through the application of a policy process model, presented at a previous Nuffield Review seminar in 2004, and based on four inter-related concepts – 'political eras and phases of government', 'the education state', 'the policy process' and 'political space'. In the final part of the paper we pose a number of questions about the future direction of 14-19 curriculum and qualifications reform in England and, in particular, whether the 14-19 White Paper response to the Tomlinson Final Report represents a breakdown of progressive consensus in England and further divergence in terms of 'home international' policy comparisons.
